Résumé :

La politique économique et fiscale a occupé une place centrale lors de la législature qui vient de se terminer en Allemagne. La politique économique de la coalition rouges-verts s'est préoccupée avant tout de l'amélioration de la compétitivité du secteur de l'exportation par une politique de réduction des coûts et a connu un succès certain. La politique de réduction des impôts avait pour but de soutenir la demande intérieure. Elle a finalement échoué. Cet article dresse un bilan des mesures économiques, des succès comme des échecs, et analyse les raisons de la situation toujours insatisfaisante de l'économie allemande.

Wirtschafts- und Steuerpolitik standen im Mittelpunkt der abgelaufenen Legislaturperiode in Deutschland. Die Wirtschaftspolitik der rot-grünen Koalition hat sich vor allem auf die Verbesserung der Wettbewerbsfähigkeit der deutschen Exportwirtschaft konzentriert und hier durch Kostenstabilisierung unbestreitbare Erfolge erzielt. Die Steuersenkungen sollten zu einer Stärkung der Binnenachfrage beitragen. Letztere konnte jedoch nicht erreicht werden. Dieser Artikel zeichnet die wirtschaftpolitischen Aktionen, Erfolge und Misserfolge nach und analysiert die Gründe für die nach wie vor unbefriedigende Lage der deutschen Wirtschaft.

Summary :

The economic and fiscal policy was in the centre of the last legislative assembly in Germany. The economic policy of the « red and green » coalition was focused on the improvement of the export sector and has reached a certain success through stabilising the production costs of the industry. The aim of the reform of the fiscal system was to strengthen the national demand side. This could not be obtained. The article shows the balance of economic actions, success and failure and analyses the reasons of the still unsatisfactory situation of German economy as a whole.
