Zusammenfassung :

Oft genug wurde Gerhard Schröders ? Politik der ruhigen Hand“ belächelt und mit Nichtstun gleichgesetzt. Nicht selten hieß es auch, der Neuen Mitte fehle es an Neuem. Und doch lässt sich nicht bestreiten, dass im gesellschaftlichen Bereich die Schröder-Regierung manches in Bewegung gebracht hat. Neben der anspruchsvollen Reform zur Staatsangehörigkeit ließ die rot-grüne Koalition zwei minderheitenfreundliche Gesetze verabschieden.
Seit Inkrafttreten des sog. ELP-Gesetzes dürfen gleichgeschlechtliche Paare ihre Partnerschaft behördlich eintragen lassen. Ziel ist, diese Partnerschaft in vielen Bereichen der Ehe gleichzustellen. Ferner hat die rot-grüne Koalition ihrem Versprechen gemäß sich bemüht, die soziale und rechtliche Situation der Prostituierten zu verbessern. Insofern hat die Schröder-Regierung sich innerhalb von vier Jahren als tabubrechende Regierung profiliert. Ob sich damit auch Wahlen gewinnen lassen, steht noch dahin –

Combien de fois n’a-t-on ironisé sur la politique de la « douceur » de Gerhard Schröder en s’empressant d’assimiler cette politique à l’inertie ? Combien de fois n’a-t-on entendu que ce qui manquait cruellement au « nouveau centre », c’était précisément la nouveauté ? Pourtant, il est indéniable que sur le terrain des réformes de société, le gouvernement Schröder a fait bougé les choses. Outre une nouvelle législation ambitieuse sur les modalités d’acquisition de la nationalité allemande, la coalition gouvernementale composée des Verts et du SPD a fait voter deux lois en faveur des minorités.
Depuis l’entrée en vigueur de la nouvelle loi, les couples homosexuels peuvent faire enregistrer leur partenariat par l’administration. Il s’agit dans de nombreux domaines d’aligner les couples homosexuels sur les couples mariés. Par ailleurs et conformément aux engagements pris, la coalition gouvernementale s’est efforcée d’améliorer la situation sociale et juridique des prostitué(e)s. C’est ainsi qu’en quatre ans le gouvernement Schröder est parti à l’assaut des tabous. Cela lui suffira-t-il à triompher lors des prochaines échéances électorales, c’est là une autre question…

Gerhard Schröder’s policies of the “slow hand” have often been ridiculed and frequently associated with inactivity. The New Middle is also said not to be particularly new. Nevertheless it can not be denied that as far as societal questions are concerned, the Schröder government has proven to be extremely innovative. Besides a new legislation for the acquisition of German citizenship, the ruling coalition (SPD, Bündnis ‘90/ Die Grünen) passed two laws for the benefit of minorities.
Under the ELP-law (ELP), gay and lesbian couples now have the right to declare and register their relationship officially. The aim of this initiative is to give gay and lesbian couples a status equal to that of married couples. Moreover, the coalition kept another promise and tried to improve the legal and social situation of prostitutes.
After four years at the helm of Germany, the Schröder government has successfully abolished traditional taboos. Will this be enough to win the elections next September? Only time will tell…
