Les transferts de compétence Est/Ouest et la redéfinition du politique en Europe : Unilatéralité ou réciprocité?

Résumé : Les transferts de compétences Est/Ouest auxquels a donné lieu le processus d’élargissement de l’Union européenne se sont-ils effectués dans un seul sens, de l'Ouest vers l'Est, ou s’est-il agi d’échanges véritables, fondés sur la réciprocité ? La reconstruction du politique dans les pays d'Europe centrale et orientale a-t-elle induit une redéfinition du politique en Europe ? Tenant davantage de l’essai que d’un rapport de recherche scientifique, le présent article s’attache à mettre en lumière comment, des conditions d’adhésion aux partenariats institutionnels, l’Union et à travers elle les anciens Etats membres ont imposé leur modèle aux PECO, avant d’ouvrir sur des événements plus récents permettant d’observer un début de participation de l’Est à la redéfinition du politique en Europe.

Zusammenfassung : Waren die Ost/West Kompetenzentransfers, die während des Erweiterungsprozesses der Europäischen Union vollendet wurden, nur einseitig, vom Westen nach Osten, oder handelte es sich um echte Austäusche, die auf Gegenseitigkeit gründeten? Hat der politische Wiederaufbau in den mittel- und osteuropäischen Ländern zu einer Neudefinierung der Politik im ganzen Europa geführt? Dieser Artikel, der mehr ein Essay als ein traditioneller Forschungsartikel ist, zielt erstens darauf ab, zu zeigen, wie die Europäische Union und mit ihr die alten Mitglieder den mittel- und osteuropäischen Ländern ihr Modell aufgezwungen haben – von den Beitrittsbedingungen bis zu den institutionellen Partnerschaften; der Verfasser kommt danach auf neuere Ereignisse zurück, die den Anfang der Teilnahme des Ostens an der politischen Neudefinierung in Europa hervorheben.

Abstract : Did the transfers of competencies occasioned by the enlargement of the European Union occur only unilaterally, from the West to the East, or was it were they rather genuine exchanges based on reciprocity? Was the political reconstruction in the countries of Central and Eastern Europe at the origin of a political redefinition in whole Europe? The present article, which is more an essay than a classical research article, aims at highlighting how the European Union and through it the old Member States imposed their model on the acceding countries especially by the means of the accession conditions and institution building partnerships. It then discusses more recent events which indicate the beginning of the Eastern participation in the political redefinition in Europe.
